The “International Plumbing Code, 2018 Edition”, published by the International Code Council, Inc., and all amendments, supplements and appendices thereto, is hereby incorporated by reference and made a part hereof as if fully set out herein save and except certain parts, sections or portions thereof specifically referred to and omitted there from or as amended or modified herein.  The “Standard Code” or “Plumbing Code” hereinafter referred to in this section is the “International Plumbing Code, 2018 Edition”, of the International Code Council Inc 500 New Jersey Avenue N.W., 6th floor, Washington DC 20001, and is hereby incorporated by reference as the Plumbing Code of the City of Ottawa, Kansas.

The following are the revisions to the International Plumbing Code adopted in Section 6-602 of the Municipal Code:

Exemptions from article provisions.  The provisions of this article shall not apply to:

1.  Employees of the utilities department in the performance of work for such department.

Section 101.1 Title.  These regulations shall be known as the International Plumbing Code of the City of Ottawa, hereinafter referred to as “this code.”

Section 102.4 Additions, alterations or repairs.  Additions, alterations, renovations or repairs to any plumbing systems shall conform to that required for a new plumbing system without requiring the existing plumbing system to comply with all the requirements of this code.  Additions, alterations or repairs shall not cause an existing system to become unsafe, insanitary or overloaded.

Minor additions, alterations, renovations and repairs to existing plumbing systems shall meet the provisions for new construction, unless such work is done in the same manner and arrangement as in the existing system, is not hazardous and is approved.

When the metallic water line is removed and replaced with plastic pipe/non metallic pipe refer to Article 250 of the 2017 NEC for grounding options.

Section 103.2 Appointment. The code official shall be appointed by the chief appointing authority of the jurisdiction.  Delete this section in its entirety.

Section 103.3 Deputies.  In accordance with the prescribed procedures of this jurisdiction and with the concurrence of the appointing authority, the code official shall have the authority to appoint a deputy code official, other related technical officers, inspectors and other employees.  Such employees shall have power as delegated by the code official.  Delete this section in its entirety.

Section 106.1.1 Plumbing work; who may perform.  Any contractor/company doing Plumbing work shall always have a qualified individual employed, who shall be in charge of and responsible for all installations by said contractor/company.  The holder of the occupational license with the company and the master shall be fully responsible for work and acts of such journeyman, apprentice and laborer employees.  The contractor must have a licensed person on the job site.  Homeowners as described in Section6-302, R105.10, Homeowner Permit Issuance, of the International Residential Code for One- And Two-Family Dwellings. Add this section.

Section 106.5 Permit Issuance.  The application, construction documents and other data filed by an applicant for permit shall be reviewed by the Chief Building Official.  If the Chief Building Official finds that the proposed work conforms to the requirements of this code and all laws and ordinances applicable thereto, and that the fees have been paid, a permit shall be issued to the applicant.  No permit shall be issued to any person to do or cause to be done any work regulated by this code, except to a person holding a valid City of Ottawa, Kansas, Master Plumber occupational license or a licensed journeyman authorized by the master as required by Article XI, except when and as otherwise hereinafter provided in this section.

Section 106.6.2- Fee Schedule.  The fees for all plumbing work shall be as indicated in the following schedule: (Jurisdiction to insert appropriate schedule).  Delete this section in its entirety.

Section 109 Means of Appeal.  Delete this section in its entirety.  

Appendix A Plumbing Permit Fee Schedule.  Delete this appendix in its entirety.

IPSDC-18: 701.2.  Delete this section in its entirety.

Section 101.1.1 City of Ottawa Private Sewage Disposal Code.  Chapter 6, Article VII of the Municipal Code is also adhered to in the code.  Add this section.
